Commissioner Terry noted that case discussion time could be reduced
significantly if applicants would provide all information required for
their respective cases.

Chairman Shumway stated that the Planning and Zoning Commission Chairman
has indicated that staff will be scheduling special meetings to handle
controversial cases so as not to delay routine cases. Chairman Shumway
noted that he does not recall one Board of Adjustment or Park and
Recreation Commission meeting not taking place because of lack of a quorum
and only one Planning and Zoning Commission meeting interrupted by a lack
of quorum.

Commissioner LaDue stated that he was offended by the City Administrator's
letter regarding meeting attendance. Commissioner LaDue stated that
persons volunteer for city commissions knowing it will mean giving time to
the public and take away from personal free time, especially this past
summer, but commissioners do not expect to be thanked in this fashion.

Commissioner Hcndriksen referred to Chairman Shumway's earlier comments
regarding conflicting directives from John Stine. Commissioner Hendriksen
noted that applicant's for variances may be practicing selective listening
when talking to Mr. Stine, which is not the case when City Staff is
obtaining input from Mr. Stine.

Chairman Shumway stated that his directive to City Staff regarding
researching reasons for conflicting comments from John Stine stands.

Motion by Commissioner LaDue and seconded by Commissioner Holm to clarify
the standing police that the Board of Adjustment will not entertain any
information from John Stine's office unless it is in writing or a direct
message through City Staff.

Motion carried. Voting Yes: Chairman Shumway, Commissioners Hendriksen,
LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Howell
and Z immerman.

Motion by Commissioner LaDue and seconded by Commissioner Holm to adjourn
the regular Board of Adjustment meeting.

Motion carried. Voting Yes: Chairman Shumway, Commissioners Hendriksen,
LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Howell
and Zimmerman.

The meeting adjourned at 8:50 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

Board of Adjustment/September 22, 1988
