That the proposed landfill will be/will not be operated and <br /> maintained so as to be harmonious and appropriate in appearance <br /> with the intended character of the I-1 Industrial and B-1 Business <br /> District. <br /> <br />27. That the proposed landfill will/w~ll not be disturbing to <br /> neighboring uses. <br /> <br />28. That the proposed landfill will be adequately served by essential <br /> public facilities and services. <br /> <br />29. That the proposed landfill will/will not create excessive <br /> requirements at public cost for public facilities and services. <br /> <br />30. That the proposed landfill will not involve activities that will <br /> be detrimental to the general welfare. <br /> <br />31. That the proposed use will/will not be a substantial improvement <br /> to property in the immediate vicinity and to the community as a <br /> whole. <br /> <br />32. That the proposed use will involve uses, activities, processes, <br /> materials, equipment and conditions of operation that will/will <br /> not be detrimental to any property, persons or the general welfare <br /> by production of traffic, noise, smoke, fumes, glare, or odors. <br /> <br /> 33. That the proposed landfill will be/will not be consistent with the <br /> intent and purposes of the City's zoning code. <br /> <br /> 34. That the applicant states that approximately 3000 cubic yards of <br /> waste remain from the previous owner/operator, Prestressed <br /> Concrete and that less than 3% of the output from the current <br /> concrete pipe manufacturing operations is waste with current <br /> annual volume of concrete pipe waste of about 400 to 500 cubic <br /> yards and that if the operations were expanded, waste by product <br /> also would increase. <br /> <br /> 35. That the city engineer has reviewed the application material and <br /> has raised several concerns in a letter to the Zoning Commission <br /> dated 9/8/88. Said letter is incorporated herein by reference. <br /> <br /> 36. That the applicant states that it is not economically feasible to <br /> breakup and transport large concrete beams for disposal (P.H. <br /> 9/s/ss). <br /> <br /> 37. That the applicant proposed 23 cells approximately 500' x 23 wide, <br /> 5' deep (2130 CY). <br /> <br /> 38. That the applicant has stated that the material would be <br /> stockpiled and buried in ~he fall'(P.H. 9/8/88). <br /> <br /> · 39. That the applicant has indicated tha~ the waste would be covered <br /> by 6" of temporary cover and 2' of final cover (P.H. 9/8/88). <br /> <br />3 <br /> <br /> <br />
