PROPOSED CONDITIONAL USE PERMIT <br />BLADHOLM BROS. , INC. <br /> <br />On , 1988, a conditional use permit was issued to <br />Bladholm Bros., Inc., to construct and operate a demolition landfill <br />on the property legally described as follows: <br /> <br />"Part of Lot 3, Aud. Sub. No. 3 and Lot 1, Aud. Sub. No. 31 on <br />(parcels I & II) in Sec. 34, T32N, R25W; and part of S1/2 SW1/4 and <br />El/2 SE1/4 SE1/4 (parcels III & IV) Sec. 27, T32N, R25W". <br /> <br />This permit was issued pursuant to Section 170.013D of the Ramsey <br />City Code. This conditional use permit is for a period of 3 years <br />commencing no later than six months from the date of issuance of an <br />MPCA permit so long as the conditions imposed herein are complied <br />with. The conditions of this permit are as follows: <br /> <br />Scope and Conduct of Landfill Operations. The operation of a <br />demolition landfill may be performed on the Landfill Parcel in <br />conformance with existing statutory and regulatory authority and <br />requirements of the City of Ramsey (City), Anoka County (the <br />County), and the Minnesota Pollution Control Agency (PCA). <br /> <br />Landfill Plans. The permit holder shall construct, operate and <br />maintain the facility in accordance with the engineering plans <br />dated April 27, 1988 and revised , 1988 and supporting <br />documentation Report No. 8803 dated August 1, 1988. <br /> <br />The Permit Holder shall furnish a surety bond in the amount of <br /> to run continuously (annual renewal <br />allowed) until all landfill operations and closure activities are <br />completed to ensure compliance with the terms and conditions of <br />this Conditional Use Permit. Such bond shall be made by an <br />insurance company or other financial institution acceptable to the <br />City and shall be in a forum acceptable to the City and shall be in <br />a form acceptable to the City and its attorney. The bond shall be <br />subject to cancellation by the obligor by giving 120 days prior <br />written notice to the City. The Permit Holder shall renew each <br />such bon~ no more than 60 days after any such written notice, and <br />failure ~o so renew the bond shall be an event of default of the <br />obligations of the Pert. it Holder and shall constitute grounds for <br />ir~ediate and automatic revocation of this permit. Said bond <br />shall provide that if the Permit Holder refuses to obey any of <br />these re~uirements or to any of the acts re~ired by this <br />Conditional Use Permit or for any reason ceases to operate or <br />abandons the landfill, and the City is re~aired to expend monies <br />or labor or material to restore the Landfill Site to the condition <br />and requirements re_cfuired by this Conditional Use Permit, the <br />obligor shall reimburse the city for any and all expenses incurred <br />to remedy the failure cf the Permit Holder to comply with this <br />permit, and the obligor shall indemnify and save the City ha~less <br />from all losses, costs, and charges that may occur to the City <br />because of any default by the Per. it Ho!~er. <br /> <br /> <br />
