i0. <br /> <br />Charges and Fees. The Permit Holder agrees to pay to the City <br />upon the issuance of this permit a fee in an amount sufficient to <br />reimburse the City for engineering, legal and administrative <br />expenses incurred during the consideration and development of this <br />Conditional Use Permit. The Permit Holder shall reimburse the <br />city for all city official and consultant fees incurred by the <br />city in connection with inspection of landfill operation, <br />administration of this Permit, testing evaluation and all other <br />such expenses incurred by the city in connection with the landfill <br />operation. Such expenses shall be reimbursed to the City upon <br />receipt of invoice with supporting documentation. <br /> <br />On-Site Demolition Debris The permit holder agrees that only <br />concrete waste products produced on-site in Ramsey shall be <br />disposed of in the demolition landfill. <br /> <br />Toxic or Hazardous Materials. No paints, solvents, cleansers or <br />other toxic or hazardous contaminants in a liquid state shall be <br />disposed of in the demolition landfill. <br /> <br />Stockpiled Materials. Stockpiled cover material shall be stored <br />outside of the existing and planned runway clear zones and at a <br />height of not greater than 10 feet with adequate erosion, sedimen- <br />tation, and dust control measures in place to assure that there is <br />no pollution of any water body or water course, health hazard or <br />nuisance. <br /> <br />Cover Material. Cover material will consist of earth, loam, clay, <br />sand, or a mixture of at least fifty percent (50%) earth and other <br />inert materials such as cinders or gravel unless otherwise <br />specified by the County or MPCA. A minimum depth of twelve inches <br />(12") of compacted cover and final spread cover material shall be <br />kept on all inactive faces of the landfill at the end of all <br />operations or as otherwise directed by the city. <br /> <br />Finish Grade. When the landfill has been brought up to two feet <br />(2') below the desired finished grade it shall be covered with at <br />least twelve inches (12") of compacted cover material and 12" of <br />topsoil. Topsoil shall be approved by the City Engineer prior to <br />placing and seeding. <br /> <br />Site Heicht Limitation. The final maximum elevations of the <br />lan .... 1 site shall not exceed the adjacent natural ground <br />elevation by more ~han 7 feet unless cthe.~-~,ise restricted by FAR <br />~art 77 surfaces within the clear zones of the airport. Final <br />slopes for the fill area must be a minimum of two percent (2%) and <br />a maximum cf twenty percent (20%). <br /> <br />Fill Restricticns. There shall be no seepage or drainage of any <br />material from the fill of such a nature as would constitute an <br />odor, nuisance or health hazard or pollute any water course. <br /> <br />2 <br /> <br /> <br />
