12. Security Fencing. The permit holder shall install permanent 6' chain link fencing around the perimeter of the landfill site. All fence shall be installed prior to beginning landfill operations. It shall be the responsibility of the permit holder to maintain the perimeter fence in good repair. 13. Runoff Requirement. The permit holder shall provide the capabilit~ to outlet the percolation pond to a future storm sewer. Surface water originating outside and passing through or adjacent to the landfill site shall, at its point of departure from the landfill site, be of equal quality to the water at the point where it enters or abuts the landfill site. The operator shall perform any water treatment necessary to comply with this provision. 14. Cover Veaetation. Reclaimed fill or borrow areas shall be surfaced~with soil of a quality as specified in condition __ or as may be amended by MPCA requirements. Such required topsoil shall be planted with legumes and grasses. Such planting shall adequately retard soil erosion. Weeds and any other unsightly or noxious vegetation shall be cut or trimmed as may be necessary to preserve a reasonably neat appearance and to prevent seeding on adjoining property. 15. Working Conditions. The fill area shall be kept neat and sanitary at all times. The size of the active face on which demolition debris is being deposited shall be kept to a minimum and shall be covered immediately after disposal of wastes. 16. Dust and Noise. Fugitive dust emission shall be controlled at the Landfill Site as necessary by undertaking the following: road and trail surfaces within the Landfill Site shall be wetted with water or an appropriate deliquescent chemical whenever dust levels become unreasonable as determined by the city Administrator. Dust po!!itives shall be utilized to the extent necessary on cover material such as stock piles to reduce wind erosion as well as on other e×Dosed surfaces as appropriate. Cover compaction and revegeta~ion activities shall be undertaken promptly on the com- pletion of various fill areas and a vegetative cover capable of quick growth shall be utilized. All e~uipment and vehicles utilized at the Landfill Site shall be periodically inspected and maintained to minimize noise. Applicable state standards for noise pollution may not be exceeded by the Landfill operation, e~?ipment, vehicles or machinery. in order to prevent excessive dust pollution, the landfill operation shall not be undertaken at any time when wind gusts are in excess of 30 miles per hour.
