preferred in the County of A~ok· must be completed. $coping is · process <br />whereby the affected communities are asked to pose the questions which are to <br />be ·nswered by this study. Scoping is complicated from an engineering, legal <br />and socio-economlc standpoint and beyond the expertise of present City Staff. <br />Staff feels that it is necessary to employ other professionals who have <br />expertise in the areas of environmental engineering, environmental law and <br />antic-economics. Mr. Eartley stated that the approximate cost of this scoplng <br />process would be $10,000-$15,000. This scoping process will make sure the <br />interests of ILamsey are met in the £ovironmental Impact Statement. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />authorize the City Mministrstor, City Attorney and City Engineer to <br />collectively approve the use of professional services needed to augment their <br />current abilities while responding to the scoping needs of the Environmental <br />Impact Statement for Site "P" as an Anoka County landfill site. The costs for <br />such professional services shall not exceed $15,000.00. <br /> <br />Hotion carried. Voting Yes: Mayor Heitman, Councilmembera $orteberg, Cox, <br />Reimann and $chluecer. Voting Ho: Hone. <br /> <br />Need <br /> <br />Mr. Martley asked for Council input regarding Waste Management of Minnesota's <br />certificate of need application. <br /> <br />Mmyor Heathen stated that he has been in contact with Metro Council and <br />presumes P.~msey has at leas~ one month to respond to the certificate of need <br />application. Mayor ~eitmau suggested that imformatiou gained in the scoping <br />for the new generation landfill be utilized in tandem with this certificate <br />of need application. <br /> <br />Mr. Eartley stated that it is possible to use information from scoping when <br />addressing the certificate of need. Mr. Rartley asked for a position statement <br />from Council. <br /> <br />Further Discussion: Councilmember Coz commented that it is interesting <br />s~e people in the tom=unary are so concerned with certain proposals until they <br />are bough: off. Councilme=ber Cox stated that if Ramsey pursues the closing of <br />the landfill, them Ramsey better make sure it is closed properly so :ha: ~sey <br />receives benefi: fr~ the closimg rs:her :ham probl~s. <br /> <br />Motion carried.
