<br />RESOLUTION OPPOSING SITE "P" AS A LANDFILL SITE
<br />
<br /> WHEREAS, the Ar~,:.k.a Cour. ty Board of C¢,f,.~issioners has proposed Site
<br /> as ¢,ne of the p,'op,:,sed future lanOfiI1 sites for selection as alar, dfill;
<br />
<br />and
<br />
<br /> WHEREAS, the City of Rar,~sey has
<br />proposed Site "P" for the fc, 1],:,~'ing reasc, ns:
<br />
<br />1)
<br />
<br />been eda~ar, tly opposed to the
<br />
<br />Ramsey already hosts a regional landfill (Anoka Lar, dfill)
<br />located ir, its ~,~ost valuable development areal
<br />
<br />The present landfill has, according to citi:ens, had ar,
<br />effect on residential and comr,,ercial property values;
<br />
<br />3) Pollutior~ and health probler,~s that ~,~ay occur from the
<br /> present/future landfill would be devastating;
<br />
<br />4) The pre~ent State laws are inadequate to protect host
<br /> landfill cities fr,:,n~- ho,-rendous costs due to the landfill,
<br /> which are as follower
<br />
<br />a) Public improve~,~ents such as sanitary sewer and water
<br /> n~ain i~:~proven~ents probably could not be assessed out
<br /> over the total landfill area because the City could not
<br /> show a benefit as required by State law. Accordingly,
<br /> ' h~_,st cities' taxpmyers pick up the cost;
<br />
<br />b) IF, the City of Ran:sey's situation, the City has to,
<br /> oor, struct iow capacity wells in lieu of hiQh capacity
<br /> wells because of the draw-down situmtior,. Furthmr~ due
<br /> to the landfill, wails have to be io~ated in certair,
<br /> areas which creates huge mdd~tion~l costs in layi:~g
<br /> water

<br />State !a~s do not provide fo:' ~o;~pensetion for lands
<br />lc. st fc.~ever oeoause of a !s?~fi!l. This creates a
<br />ter~.iX]e tax loss to the host cities .-.var the years;
<br />
<br />d) State laws ~c, rl.:,t adequately pr~te=t homec, wr, ers who
<br /> reside close to the landfill in property value loss;

<br />State law does r, ot protect host cities' valuable raw
<br />~eterial (land) from which it derives tax dollars to pa),
<br />its bills.
