Reimann <br />Mayor, City of Ramsey <br />15153 Northern Boulevard NW <br />Ramsey, Minnesota 55303 <br /> <br />Dear Mayor Reimann: <br /> <br />RE: Anoka Municipal Sanitary Landfill <br /> <br />Minnesota Pollution Control Agency (MPCA) staff received your letter on <br />April 21, 1987 requesting the MPCA to render a position statement on the <br />development of a ten-acre sledding or ski area on the northeast slope of the <br />Anoka Municipal Sanitary Landfill (Landfill). This sp~ific development was <br />proposed to the City of Ramsey as an end use for the Landfill by Waste <br />Management of Minnesota Inc. (WMMI), the Permittee. Since the proposal involves <br />issues relating to WY~qI's permit, ~CA staff from the Solid Waste Permits Unit <br />have been consulted regarding the position statement you have requested. We <br />understand your position is such that you require some indication from the F~mCA <br />on this issue before the City of Ramsey approves a conditional use permit to <br />expand the Landfill. <br /> <br />At this time, we. cannot categorically state that a sledding or ski area would or <br />would not be allowed at this site within one year of landfill completion. In <br />order to make that type of decision, we would need to review a specific proposal <br />with a set of engineering plans. We have not yet received any proposal from k,~I <br />for a sledding or ski area. However, we have considered the idea and we have <br />some environmental concerns with the general concept. <br /> <br />Typically, the end use of landfills that are proposed in Minnesota are open <br />grassed areas. We have not recently received any proposals for ski areas, but <br />we have in the past received proposals for golf courses, softball fields, and <br />oarks. Our environmental concerns are the same for any end use of the facility. <br />Dur primary concerns for this site are listed below: <br /> <br />Integrity of Final Cover - Any construction of a ski area would have to <br />maintain the integrity of the final cover.
