The Honorable Gary R. Reimann
Page Two

Remedial Action - The construction of a ski area would not be allowed to
impact the approved response actions. Further, MPCA staff would not
make a final determination on a ski area proposal until a response
action had been identified and approved.

Access to Site and Safety - Access to a closed landfill is generally
restricted in order to maintain the integrity of the cover system and to
reduce vandalism. How might open access affect this? In addition,
there is the question of safety around the remedial action and the
methane recovery system.

These issues and any others that may arise must be addressed to the satisfaction
of MPCA staff before any approval could be granted. If a specific proposal is
formally submitted to the MPCA for review, it will be given the same
consideration as any other proposal regarding the permit.

Please contact Rita Schild, Staff Engineer, at 612/296-7779, or
Wayne F. Sarappo, Project Manager, at 612/296-..:5-34-, if you have any further
questions. Thank you. l=q~-

Sincerely,

Kenneth H.
