9. That at the public hearing all members of the public who desired <br /> to testify were given that opportunity. <br /> <br />10. That ~5~MI submitted engineering plans entitled and dated as <br /> follows: <br /> <br />Ramsey Ski Hill Preliminary site Plan <br />East and West Borrow Area Plan <br />Ramsey Ski Hill Rough Grading Plan <br /> <br />June, 1988 <br />July, 1988 <br />July, 1988 <br /> <br />11. <br /> <br />That the staff review letter dated 9/14/88 and the City's comments <br />on MC's draft EI$ adopted October 4, 1988 are attached hereto and <br />are incorporated herein as if fully set forth at this point. <br /> <br />12. That the Minnesota Pollution Control Agency (MPCA) is the State's <br /> regulating agency and is responsible for the regulations and <br /> enforcement of the various Federal and State laws and regulations <br /> regarding solid waste disposal, environmental protection and other <br /> aspects of pollution control. <br /> <br />13. That the proposed use will, at a minimum, be required to obtain <br /> and have in effect at all times a solid waste facility pe.--mit <br /> issued by the MPCA, a solid waste facility permit issued by <br /> Metropolitan Council, a facility operating license from Anoka <br /> County, and a CUP from the City of Ramsey. <br /> <br />Land Use <br /> <br />14. That a sanitary landfill is not a permitted use in the I-1 <br /> Industrial District or any other district in the City. <br /> <br />15. That the property adjacent to the subject property to the east, <br /> west and north is zoned R-iR residential and to the south is zoned <br /> I-1 Industrial. <br /> <br />16. That approximately 23 residential dwellings abutt the subject <br /> proper~y on the west and north boundaries. <br /> <br />17. That the proposed u~e of the land for landfill expansion is <br /> similar to the e×isting landfill use. <br /> <br />i$. <br /> <br />That no other similar use exists within the City for a sanitary <br />landfill other ~han Anoka Regional Landfill and that no similar <br />use exists for a ski hi!! facility. <br /> <br />19. That similar conditional use permits for grading and mining have <br /> been issued for large scale grading projects within the City. <br /> <br />20. <br /> <br />That ~.~2~.i has stated that they have been acquirin~ property over <br />the years to buffer the landfill and nc~ own approximately 400 <br />acres (9/$/85 hearing). <br /> <br />21. That Gateway North industrial Airport is situated within 2600' of <br /> the prcpose~ !an~fi!! expansion. <br /> <br /> <br />
