64. <br /> <br />That the AVTI's proposed aviation education expansion program <br />presents an opportunity to the city which may be negated by <br />permitting a vertical expansion of the landfill which exceeds <br />three years. AVTI's expansion is dependent on an improved <br />airport (AVTI meeting). <br /> <br />Traffic <br /> <br />65. That historical records indicate that landfill induced traffic <br /> within the city is adequately served by Highway 10 and Sunfish <br /> Lake Blvd. and that accident records indicate no undue safety <br /> concerns regarding access/egress to/from the site. <br /> <br />66. That the Highway 169 bridge load restrictions have required <br /> alternative routes for some haulers combined with increased <br /> disposal fees at the landfill have significantly reduced the waste <br /> intake into Anoka Landfill from 1986-87 levels. <br /> <br />Economic Benefit <br /> <br />67. That the applicant has estimated that the city would receive <br /> approximately $2,150,000 in royalties and tipping fees based on <br /> the proposed volume (9/8/88 hearing). <br /> <br />68. That the City's share of 1987 property taxes for the existing <br /> landfill and north borrow area was $1,292.73 of a total of <br /> $9,637.20 payable in 1987 property taxes (p. 3-12 "Socio-Economic <br /> Impacts of Landfills on Host Communities" - Figures from City <br /> Assessor's office). <br /> <br />69. That MC's EIS states that the landfill has had "no adverse impact" <br /> on property values in the vicinity of the landfill. Realtors <br /> listing or selling property in the area indicate that residential <br /> property is affected by virtue of the price the property can be <br /> iis~ed at and that a significant portion of the market simply will <br /> not consider a kouse near the landfill. That the engineer's review letter of 9/14/88 indicates that no <br /> deter~ina~ion cf ade~dacy has been made on MC's draft ElS document <br /> for the vertical expansion, until such time that review cor~.ents <br /> have been received on the draft document and adequacy has been <br /> estab!ishe~, %he city may be relying on inconp!ete information <br /> ~i~h respect to envircnmenta! impacts. <br /> <br />Section !70.0!3D Criteria Findings <br /> <br />71.
