57. <br /> <br />That the MC's EIS (through the CON) identified Elk River Landfill <br />as a possible alternative to expansion of the Anoka Landfill, <br />however, rejected it on the basis that it was not prudent to <br />project that "this financially strapped business will make the <br />necessary improvements" in a timely fashion to accept Metropolitan <br />Area wastes. The desired improvements expressed by the MC and the <br />date the improvement was installed (per Elk River Landfill) are as <br /> <br />follows: <br /> <br /> A scale <br /> Computerized records <br /> Reception building <br /> A clay liner <br />A leachate collection system <br />Monitoring equipment <br /> <br />MPCA approved environ- <br />mental controls <br /> <br />1988 <br />in process <br />9/87 <br />Synthetic liners 1/88 <br />1/ss <br />On-going (nearly 2 doz. wells on <br />site and meets or exceeds standard) <br />Valid operating permit, license <br /> <br />Consistency with city Plans, Objectives, <br />58. <br /> <br /> Development Conflicts <br /> <br /> That Federal Aviation Order 5200.5 regarding guidance on sanitary <br /> landfills on or near airports. The order establishes federal <br /> policies regarding land use compatibility of airports and <br /> landfills. Said document declares sanitary landfills as <br /> incompatible with airports if located within 5000' of any runway <br /> used only by piston type aircraft and stipulates that the <br /> landfills should be closed. The order further indicates that FAA <br /> advises airport owners against locating, permitting or concuring <br /> in the location of a landfill on or in the vicinity of airports. <br /> <br />59. That the City has made compatible land use assurances to the <br /> Federal Aviation Administration regarding resolution of the <br /> landfill/airport conflict.
