That the MC's EIS (through the CON) identified Elk River Landfill as a possible alternative to expansion of the Anoka Landfill, however, rejected it on the basis that it was not prudent to project that "this financially strapped business will make the necessary improvements" in a timely fashion to accept Metropolitan Area wastes. The desired improvements expressed by the MC and the date the improvement was installed (per Elk River Landfill) are as follows: A scale Computerized records Reception building A clay liner A leachate collection system Monitoring equipment MPCA approved environ- mental controls 1988 in process 9/87 Synthetic liners 1/88 1/ss On-going (nearly 2 doz. wells on site and meets or exceeds standard) Valid operating permit, license Consistency with city Plans, Objectives, 58. Development Conflicts That Federal Aviation Order 5200.5 regarding guidance on sanitary landfills on or near airports. The order establishes federal policies regarding land use compatibility of airports and landfills. Said document declares sanitary landfills as incompatible with airports if located within 5000' of any runway used only by piston type aircraft and stipulates that the landfills should be closed. The order further indicates that FAA advises airport owners against locating, permitting or concuring in the location of a landfill on or in the vicinity of airports. 59.
