Absent: Councilmember Jeffi-ey. <br /> <br />PUBLIC HEARING/COUNCIL BUSINESS <br /> <br />Case #1: Public Hearing: 2006 Annual Street Maintenance Program <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:09 p.m. in order to <br />conduct a public heating. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public heating to order at 7:09 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated the 2006 Annual Street Maintenance Program consists of eleven <br />individual projects addressing the maintenance needs on 18.34 miles of City streets. Projects 06- <br />01 through 06-03, which covers 5.34 miles of City streets, will receive a sealcoating preceded by <br />sealing of cracks having widths, which exceed one-quarter inch. Projects 06-04 through 06-11, <br />which involve 13 miles of street, will receive a one and one-half inch bituminous overlay of the <br />existing bituminous pavement. The 2006 program includes 1.77 miles of MSA Street. Mr. <br />Jankowski explained the 2006 program is proposed to be financed through a number of funding <br />sources including MSA funds, developer escrows, special assessments, and City general funds. <br />MSA streets will be special assessed in the same manner as other City streets. Project 06-01 will <br />not be an assessment project since funds for the first sealcoating of newly constructed streets <br />have been escrowed by the project developer for this purpose. Project 06-04 is comprised of <br />collector MSA streets and do not have the typical fronting densities that are found in residential <br />subdivisions. This project will assess the few fronting properties along these streets the average <br />sealcoating assessment in accordance with Assessment Policy No. 6. Project 06-03 includes the <br />sealcoating of streets in a commercial and industrial area. This project will be assessed based <br />upon area in accordance with Assessment Policy No. 7. The remaining projects have been <br />aggregated by subdivision or similar lot sizes and will be assessed per unit in accordance with <br />Assessment Policy No. 1. <br /> <br />City Engineer Jankowski stated assuming no petitions are received from a majority of the <br />benefited properties opposing the improvement, the Council will be asked to order the projects at <br />the March 28, 2006 meeting. It is anticipated that contracts will be awarded at the April 25, <br />2006 Council meeting and work will be performed during May through July. Final costs will be <br />presented at the assessment hearing on September 26, 2006. Mr. Jankowski indicated the City <br />has received written comments pertaining to three separate projects, one of which is a letter from <br />the residents of Kangaroo Street south of Armstrong Boulevard, stating their opposition to the <br />project.
