morning, and while it may be in a little better condition than some of the other streets in that <br />subdivision, staff`still recommends the street be overlaid. The second letter is in objection to the <br />cost of the project on Osmium Street. The third letter is concerning Project #06-10, which <br />includes 159th Avenue. This resident has asked that a drainage concern be looked at prior to the <br />work being constructed, and staffwill investigate the concern. <br /> <br />Mayor Gamec stated the City adopted a policy several years ago that the City picks up half the <br />cost on sealcoating and half the cost of the overlay. The other half is assessed to the property <br />owners. If a project is petitioned so that it is not done at the time of the street maintenance <br />program, the full cost of the project will be assessed to the property owners at the time that work <br />is needed. The costs presented tonight are engineering estimates; the final cost will be presented <br />at a public hearing after the project is completed. At that time, input can be obtained from <br />citizens regarding any problems with the project. He indicated the letters received from the <br />residents of Kangaroo Street, Deborah Moshier, and Kelly Quaal will be entered into the record. <br /> <br />Citizen Input <br /> <br />Arnold Clark, 16020 Jaspar Street, stated he has seen a lot of permits given out for sewers in his <br />area because of mound systems that are going bad. He expressed concern that they may need to <br />spend money tearing up these streets in five years to put in sewer and water. <br /> <br />Mayor Gamec replied City Charter requires that almost 80% of the residents in a particular area <br />need to agree in order to hook up to sewer and water. There are several residents with new septic <br />systems in this area, and chances are they will not want to put in sewer and water. <br /> <br />Bob Sermon, resident on 157th Lane NW, expressed concern with the possibility of having to pay <br />to have the road ripped up with the new development that will be coming in this area, <br /> <br />Mayor Gamec replied generally the developer is required to pay that cost if there is any damage <br />done. <br /> <br />Mr. Sermon suggested money could be saved for the residents if the developer picks up this'cost <br />in the June or July timeframe with the new development, rather than ripping up the streets after <br />this roadwork is done. <br /> <br />Assistant Public Works Director Olson replied sewer and water will not be installed in 157th <br />Lane. <br /> <br />Mr. Sermon stated the City website shows sewer and water being installed in 157t~ Lane as an <br />alternative. It is confusing to have this shown on the website if it is not included in the plan. <br /> <br />Keith Noreen 7000 - 157th Lane NW, stated he agrees with Mr. Shermon that it would help to <br />take incorrect information regarding the sewer off`the website. He stated an overlay is needed on <br />158th tO 159th, but there is nothing wrong with 157th Lane. <br /> <br />City Engineer Jankowski indicated staff will review all the pavements before the contract is let. <br /> <br />City Council / January 24, 2006 <br /> Page 5 of 22 <br /> P45 <br /> <br /> <br />
