He stated that when they first <br />heard about this development they called a real estate agent to sell. He indicated that <br />they came here six years ago for the same reason others did, however if they want to sell <br />they were told they would have to lower their price because there are some 200 homes on <br />the market in Ramsey, and now they are looking at building more. <br /> <br />Mr. Blackburn indicated that he also has a well, and their water pressure is not ~eat. He <br />asked if any study has been done on how these new wells will affect the existing wells. <br />He echoed the comment that Ramsey is becoming not the Ramsey that he wanted to live <br />in when he moved here. <br />Karen Glosemote, residing at the end of Erkium, stated that they are all in agreement on <br />the two biggest concerns; cluster developments and one-quarter acre lots. She asked if <br />the petition could be read into the minutes. <br /> <br />Vice Chairperson Johnson stated that the petition would be part of the record, and would <br />go to the City Council. <br /> <br />Laura Cooper, 17625 Argon Street, stated it is her understanding that Elk River at one <br />time considered cluster developments but abandoned it. She indicated it would be <br />interesting to know why. She stated that the feeling is that development in Ramsey is <br />willy-nilly. She indicated that other cities have better trail systems and better park <br />systems. She stated that she does not think they have the right infrastructure to support <br />this type of development in Ramsey. She indicated it does not seem like the right time to <br />bring in density such as this. <br /> <br />David Elvig, Ramsey City Council, stated he will not try to debate the cluster <br />development issue. He indicated he does believe the City Council has some deficiencies <br />within the ordinance that they now have, and they are seeing some of those in the issues <br />raised here tonight. He stated that the topic is on a City Council workshop agenda <br />coming up, to discuss sewer and water studies, traffic studies, etc. He indicated that the <br />Planning Commission should also consider that their understanding from the <br />Metropolitan Council is that there is capacity for sewer and water in this area. He stated <br />he thinks they need to look at the neighbors to the north, and what happens to them if <br />sewer and water is put in to the edge of Ramsey. He indicated there are several things <br />that need to be addressed before moving forward with this, and he does not know if <br />tabling it for three or four months will be sufficient. He stated these issues to could three <br />or four years to resolve. <br /> <br />Vice Chairperson Johnson indicated that the difficulty they have is they are an advisory <br />board, and they operate under the ordinance the City Council has developed. He stated <br />that when someone comes in and says they want to develop under the cluster ordinance <br />that is on the books, the Planning Commission has limited options.
