Shade Tree Creek <br />Preliminary Plat Revie,v-2 <br />February 28, 2006 <br />3 of $ <br /> <br />Drainage and Grading: · All lots must have a minimum ora I% drainage check lots in Block 3. <br /> · Retaining wails need to signed by an Engineer and submitted to the City of Rmmsey for <br /> approval, any retaining wails higher than 42" must have an approved roiling or fence. <br /> · The storm water calculations must be submitted to the Lower Rum River Water <br /> Management Organization (LRRWMO) for review and approval. <br /> · A NPDES permit is also required with a courtesy copy of the City of Ramsey. <br /> <br />City Staff is in the process of reviewing your revisions and will submit additional comments at a <br />later date. <br /> <br />Streets and Access: The preliminary plat proposes to provide a public street (Erkium Street) <br />from 177m Avenue to service the proposed 16 single family lots, ending in a cul-de-sac. Ths <br />road must be constructed to the plat boundary on the south and must be cons~amcted to urban <br />standards to the southernmost lot. The remainder of Erkium Street can be paved to rural <br />standards. Wayne and Marian Meloche are the property owners south of the plat and currently <br />have a private easement through your property under the Development A~eement for <br />RiverBrook. This private road easement will need to be vacated once the public road is <br />constructed. Additionally, a variance is being processed for cul-de-sac length for Erkium Street. <br /> <br />The plan also shows a road to the west, which must be constructed to rural road standards to the <br />extent of the parcel in order to facilitate better access to the proposed 16 lots and to provide <br />access to the community drainfield. It is preferred that a connection be made to the west to 177m <br />Avenue. The City is exploring options for obtaining right-of-way to make that connection. <br /> <br />During construction, existing Erkium Street & 177th Avenue must remain passable at all times. <br /> <br />Traffic Generation Analysis: As part of preliminary plat, City Code requires that a traffic <br />generation analysis be completed to determine preferable road connections. City Staff is in the <br />process of conducting this analysis. <br /> <br />Water Utilities: The new lots are proposed to be served by individual wells. All water <br />infrastructure must be installed prior to the installation of the streets. A maintenance plan for the <br />water pipes and a revised utility plan have been submitted and are currently being reviewed by <br />City Staff. Additional comments regarding this will be provided. <br /> <br />Sewer and Septic Utilities: City Staff is in the process of reviewing your submittal concerning <br />soils testing and the design of the community septic system. Additional comments will follow. <br /> <br />Easements: Ail wetlands appear to be encumbered by drainage and utility easements. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage the maintenance of the commu~nai septic system.
