"In regards to the specific request, Cingular Wireless has submitted information requesting <br />permission to construct a 120' monopole communications tower. City Code allows for a <br />maximum height of 120' for communications towers located in residential districts. The <br />applicant has also submitted plans showing the location of the proposed tower and accessory <br />building serving the tower on the property. City Code requires that alt communications towers <br />be located I ½ times the height of the tower away from any lot line. In this instance, the <br />proposed tower must be located 180' feet away from any lot line. The current site plan shows the <br />tower only being located 130' from the east property line. Staff has talked to the representative <br />from Cingular and he feels that the tower can be moved an additional 50' to the west. Any <br />approvals given to the communications tower will need to be contingent on the tower being <br />located at least 180 feet from all lot lines. <br /> <br />City Code states that no new tower shall be approved unless the Council finds that the equipment <br />planned for the proposed tower cannot be accommodated on an existing tower or building within <br />a one (1) mile radius of the proposed tower. City records do not show that any communications <br />tower located within a mile of the proposed site. However, Staff is asking for additional <br />information from the applicant showing the need for the communications tower in this area. <br /> <br />The communications tower and accessory buildings will be contained in a 75' x 75' fenced in <br />area. City Code requires that all ground equipment and structures should be screened with <br />vegetation. The current plans do not show any screening materials. Plans must be submitted to <br />the City showing screening materials around the accessory structure and ground equipment. The <br />applicant must also provide information regarding the type of exterior mater/al will be used for <br />the accessory building. There would be no personnel stationed at the site and no signs will be <br />posted on the tower or equipment building except applicable warning or equipment information <br />signs. <br /> <br />Recommendation: <br /> <br />Due to the need of a variance and the necessity to move the location of the communications <br />tower, Staff is recommending that the conditional use permit request to locate a communications <br />tower be tabled until the April Planning Commission meeting. <br /> <br />Commission Action: <br /> <br />Motion to table the request by Cingular Wireless for conditional use permit to construct a <br />monopole communications tower to the April Planning Commission meeting. <br /> <br />Review Checklist: <br />Asst.
