The Meadow: Final Plat Review <br />February 22, 2006 <br />$ of 5 <br />The project has received a permit from the Lower Rum River Water Management Organization. <br />An NPDES permit will also be required from the Minnesota Pollution Control Agency. Building <br />permits will not be issued before these permits are approved. <br />Streets and Access: In accordance with the approved preliminary, plat, the existing City Hall <br />driveway to Alpine Drive N.W. will be converted and constructed as a public road (Helium <br />Street N.W.). TI'tis segment of Helium Street will connect with Helium Street on the south <br />boundary of the plat. Connection is also shown with 152nd Lane N.W. to the east. A furore <br />connection is being platted for eventual connection with 152nd Avenue N.W. to the east. The <br />City is also in receipt of a proposed temporary ingrass/e~ess and drainage and utility easement <br />over Lot 1, Block 2 and a very small portion of Lot 2, Block 2. The easement facilitates use of <br />the existing City Hall access onto Now*hen Blvd. as a temporary public access. Lot l, Block 2 <br />will not be eligible for a building permit until Krypton Terrace N.W. is ex'tended to intersect with <br />Nowthen Blvd. and the existing City Hall driveway onto Nowthen Blvd. is elimInated. <br /> Staff did receive comment from Anoka County regarding the proposed street configurations and <br /> accesses. Anoka County does not support utilizing the existing City Hall access onto Now*hen <br /> Blvd. as a temporary access. Likewise, the County states that they do not support the future plan <br /> for a permanent access onto Nov/then Blvd. N.W. that would alig-n with 151~t Lane N.W. The <br /> City maintains its position to require a temporary access and the opportunity for a permanent <br /> access onto Nowthen Blvd. as a second outlet for the plat, in addition to the one on Alpine Drive. <br /> The County has also recommended that the access for the dental clinic on Nov/then Blvd. be <br /> eliminated and replaced on a street interior to the plat. It is City Staff's response that this is an <br /> existing access and it is not desirable to access a commercial site through a residential- <br /> neighborhood. The Engineering Department staff will be forwarding responses to the County <br /> Highway Department. The final plat must also be corrected, to dedicate right of access to the <br /> County except at approved driveways (City Hall, 3 existing residential lots south of City Hall, <br /> and the existing dental clinic driveway). <br /> The County is requiring the construction of north and south bound fight and lef~ turn lanes at <br /> Alpine Drive. ~t is also recommended that the noise situation be assessed as County funds are <br /> not available for noise mitigation. The Landscaping Plan prbvides additional plantings along <br /> Nowthen Blvd. and Alpine Drive to reduce noise. <br /> Street Construction Plans: The specifications need to be modified to read "Class 5 that does <br /> not meet the gradation must be replaced or corrected in place, deductions in payment are not <br /> acceptable". <br /> Utilities: All lots are proposed to be served by municipal sewer and water. Detailed comments <br /> on the plans are included in the attached memo. <br /> Park Dedication: The Park and Recreation Commission reviewed the preliminary plat on <br /> November 10; 2005. The motion was for park dedication in cash for the new residential units <br /> created. The recommendation included a provision that the City retain control of Lot 1, Block 3 <br /> <br />-131- <br /> <br /> <br />
