The Meadow: Final Plat Review <br />February 22, 2006 <br />4 of $ <br /> <br />(future fire station site) and Lot 4, Block 1 (future school site) and that land dedication will be <br />required to satisfy park dedication requirements if the future school site is developed with other <br />than a public/quasi-public use. Until that time, a temporary recreational space should be <br />provided on the public/quasi-public parcels for the new residents as well as residents to the east. <br /> <br />Landscaping Plan: The proposed final landscaping plan dated January 25, 2006 is acceptable. <br />Per City Staff's recommendation, it has been revised to include additional plantings in the rear of <br />the lots that abut Nowthen Blvd and Alpine Dr (especially considering the number of existing <br />trees that are being removed versus saved). The plantings will help reduce noise and air <br />pollutants, reduce the mount of storm water runoff, and fiker out some of the light glare from <br />vehicles. <br /> <br />Tree Preservation: The proposed final tree preservation plan, dated January 25, 2006, is <br />acceptable, star-Cs recommendation for additional plantings along Alpine and Nowthen Blvd. <br />have been incorporated into the plan. The removals mostly consist of red cedars, red pines, and <br />Siberian elms, none of which are distinctly unique or merit special status (the Siberian elm is also <br />considered an invasive species). <br /> <br /> The City will be attempting to move some of the trees that are located on the City Hall campus. <br /> Some of the potential candidates are located in the green space between the two driveways at the <br /> west end of the property (off ofNowthen Blvd), which are noted on the tree preservation plan as <br /> being removed. Coordination with the City will be necessary to ensure that any trees potentially <br /> slated to be moved are not damaged or inadvertently removed. <br /> Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br /> recording. The current rote is $580 per unit; the rote in effect at the time of final plat approval <br /> will be collected. The Park Commission recommended a cash payment to satisfy trail fees. <br /> Trail Development: The developer will also be responsible for constructing a ti'ail along the east <br /> side of Nowthen Boulevard from Alpine Drive to 150th Lane. The portions of the trail outside <br /> the plat boundaries will be credit eligible against trail fees due on the Plat. <br /> Sidewalks: Per recommendations made during the preliminary plat public heating on November <br /> 3, 2005, sidewalks should be shown along both sides of Helium Street, 152nd Way N.W. and <br /> Krypton Terrace N.W. According to City Code process for Planned Unit Developments, a final <br /> site plan should accompany the final plat. The Cover Sheet (1 of 15) may serve as a site plan and <br /> should be revised to include the sidewalks on 152~a Way and Krypton Terrace N.W. <br /> The City Council also recommended that funding be allocated for the installation of a sidewalk <br /> on 152nd Lane between this new plat and Brandseth to the east, and along Germanium Street <br /> N.W. The reasons for suggesting retrofitting Brandseth with sidewalks is that 152'~d Lane is <br /> opening up between the two neighborhoods and the likelihood that there will be two schools <br /> within 1 mile of the homes at some point in the future.
