N.W., ANDOVER, MINNESOTA 553044005 <br />(763) 862-4200 FAX (763) 862-4201 <br /> <br />November 23, 2005 <br /> <br />Amy Giesler <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />RE: Preliminary Plat <br /> The Meadow <br /> <br />Dear Amy, <br /> <br />We have reviewed the preliminary plat The Meadow, to be located in the southeast quadrant of CSAH 5 <br />(Nowthen Blvd.) and Alpine Dr. within the City of Ramsey, and I offer the following comments: <br /> <br />60 feet of right of way east of centerline of C SAH 5 along the entire boundaries of this plat will be <br />required for future reconstruction purposes (120ft total r/w corridor for CSAH 5). It is possible that <br />whenever this route is reconstructed in the future, additional trail, utility, construction or temporary <br />easements may be required. <br /> <br />It appears that there are deficiencies for the Case I Intersection Sight Distance Requirements in both <br />the northeast and southeast quadrant of CSAH 5 and Alpine Drive, with trees and brush causing the <br />sight distance deficiencies in the southeast quadrant, and an existing structure causing the sight <br />distance deficiencies in the northeast quadrant. Since these obstructions are outside the boundaries of <br />this plat, they are considered to be non-correctable. The City/Developer shall ensure that all <br />applicable sight distance requirements are met to the fullest extent possible for this development. <br />Please note that no plantings or signs will be permitted within the county right of way, and care must <br />be exercised when locating signs/buildings/structures/plantings/berms/etc, outside of the county right <br />of way, so as not to create any new sight obstructions for this site. <br /> <br />No direct access points onto CSAH 5 are proposed in conjunction with this plat, which is consistent <br />with county policy and is acceptable. However, based upon the configuration of"Street 2" in the plat, <br />it appears that the City and/or developer may be considering the possibility of a local roadway <br />connection onto CSAH 5 at the 15 l*t Lane NW alignment, which this department does not support. <br />151 st Lane NW does not meet access spacing guidelines. CSAH 5 is a high-speed arterial route, and <br />there are safety and operational issues associated with the current roadway spacing and access <br />locations (Ramsey Elementary, Ramsey City Hall/Fire Station Complex, 15 1st Lane NW, Alpine <br />Drive, etc.). A new street or access from the east onto CSAH 5 at 151st Lane NW will further <br />compound the safety and operational issues. We note on the latest plans submitted that a portion of the <br /> <br />-138- Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
