School access points should not be <br />located onto the county highway system, but should instead be located on the local street system, and <br />access the county highway system at logical points that are consistent with access spacing guidelines. <br />If a future middle school or any other type of development is proposed for the remainder of the <br />property within this plat, no access points onto CSAH 5 will be permitted, and access for the property <br />will need to be planned to be made onto Alpine Drive. There appears to be ample opportunity to <br />remove the direct access onto CSAH 5 for the dentist office in Lot 7, Block 2 and relocate it onto <br />Alpine Drive in conjunction with this plat. Additionally, we foresee significant operational and safety <br />issues resulting in the proposed connection of "Street 2" with the City Hall/Fire Station Complex <br />access onto CSAH 5. We believe it to be in the best interest of the traveling public that this be <br />eliminated, and "Street 2" become a cul-de-sac or looped back to connect with Helium Street NW <br />instead. It appears that Lots I, 2 and 3 of Block 1 are to remain as they exist in their current state <br />(existing single family residences). Provided that this is the case, we will allow the access points onto <br />CSAH 5 for these lots to remain. However, if the use, configuration or density/etc, change at some ' <br />point in the future for these 3 lots, the access points are to be removed from CSAH 5 and redirected <br />onto the local street system. The right of access along the remaining portions of CSAH 5 is to be <br />dedicated to Anoka County, and the ditch section restored to match existing depth, slope, and grades. <br /> <br />The construction of NB and SB right and left turn lanes will be required at Alpine Drive in <br />conjunction with this development. The cost for the design and construction of the turn lanes shall be <br />the responsibility o~' the City and/or the Developer. Calculations must be submitted along with a <br />grading and erosion control plan that delineates the drainage areas for this development. The post- <br />developed rate of runoff shall not exceed the pre-developed rate runoff for the 1 O-year critical design <br />storm. An engineering plan review fee will apply to this project estimated at $550.00. Please submit <br />the drainage calculations, grading and erosion control plan, right and left turn lane construction plans, <br />ACHD Design Requirements list for County Hi,way Modification, and the applicable engineering <br />plan review fee to Andrew Witter, Construction Engineer, for his review and approval. <br /> <br /> It should be noted that residential land use adjacent to highways usually results in complaints <br /> regarding traffic noise. Traffic noise at this location could exceed noise standards established by the <br /> U.S. Department of Housing and Urban Development and the Minnesota Pollution Control Agency. <br /> Anoka County policy regarding new developments adjacent to existing county highways prohibits the <br /> expenditure of highway funds for noise mitigation measures. The City and/or the Developer should <br /> assess the noise situation and take any action deemed necessary to minimize associated impacts at this <br /> site from any traffic noise. <br /> <br /> A permit for work within the county right of way is required and must be obtained prior to the <br /> commencement of construction (permit to work within P,/W=$110.00). License Permit Bonding, <br /> methods of construction, design details, work zone traffic control, restoration requirements and <br /> follow-up inspections are typical elements of the permitting process.
