CONSIDER AUTHORIZING BIDDING FOR NEW PARK SHELTER AT CENTRAL PARK <br /> By: Heidi A. Nelson, Asst. City Administrator & Dean Kapler, PW Director/Fire Chief <br /> <br />Background: <br /> <br /> In August 2005, City Council authorized bidding for a new park shelter at Central Park. Bids <br />were received on September 9th, 2005 and due to the wide range of bids received and the amount over <br />estimate, the bids were rejected. Since that time, staffhas been working with the Adkins Association <br />Architects and the Ramsey Lions to revise the plans to reduce the cost of the structure. Adkins <br />researched the option to change some of the structural materials of the building; however the savings <br />that would be gleaned from such a revision would not be substantial enough to justify the architect's <br />work to re-draw the plans. Adkins did suggest that a bid alternate to reduce the length of the structure <br />on the long end of the building be added. This reduction in size of one end of the structure would <br />provide some latitude to reduce the cost of the project if needed. Additionally, the Ramsey Lions have <br />agreed to work towards further funding for the project. <br /> <br /> The architectural drawings will remain the same for the project; an addendum will be issued to <br />add the alternate to reduce the length of the structure. The architects and staffis recommending that the <br />restrooms rough-in be bid as an add-alternate and the reduction in length of the structure be bid as a <br />deduct-alternate. The cost estimate for the project was re-done with another firm and the estimate is <br />$328,742 for the base building without the restroom rough-in. This estimate was run in October 2005; <br />therefore there may be an increase in cost due to inflationary increases in the cost of building materials. <br /> <br />Additional funding will required to complete the project above the $185,000 contribution that has been <br />made to the City by the Ramsey Lions. Staffis recommending that the additional funding required be <br />taken from the City's Charitable Gambling Fund. The bid package will be ready for publication by <br />Monday, March 13th with an anticipated 2-week bid period. Construction should commence in early - <br />spring.
