2 <br /> <br />3. That the Metropolitan Council adopt project review criteria (Table B) that <br /> consider the following: <br /> <br />Need for the project. <br />Site suitability. <br />Ability of the applicant to program and use the site effectively. <br />Local fiscal effort for parks and recreation. <br /> <br />4. That all applications meeting or exceeding 60 percent of the "need" and <br /> "site suitability/design" points in the project review criteria (Table B) <br /> be eligible for funding. <br /> <br />5.That there be a grant maxLmum of $200,000 in the Fully Developed Area, <br />$150,000 in the Area of Plar~ed Urbanization, $100,000 for Freestanding Growth <br />Centers, and $50,000 in the Rural Area. In any planning area the grant maximum <br />may be doubled if all eligible projects in that area are funded, prior tn <br />redistribution of unused funds to other planning areas in accord with <br />Recommendation No. 6. <br /> <br />6. That in the event any policy planning area has unused 'funds after all <br /> eligible projects (exceed 60 percent) mre funded, the excess shall be <br /> redistributed to the other planning areas in proportion to the Policy <br /> Planning Area Allocations (Recommendation 2). <br /> <br />7. That there be a l~m~t of one grant per community in all areas but the Fully <br /> 'Developed Area. In the case where a community has a qualified boat launch <br /> project, that community ia eligible for an additional grant. <br /> <br />8. That recreation criteria be given two-thirds weight and housing perform~mce <br /> one-third weight for the Council's staff ranking. <br /> <br />9. That the following Metropolitan Development Framework criteria be applied: <br /> <br /> a. In those parts cf the Rural Service Area outside Rural Centers, only <br /> applications for passive recreation will be considered. Examples of <br /> passive recreation applications are: natural resource areas, picnic <br /> areas, tent ~,mp.~, wayside rests, non-motorized trails, boat <br /> launches and beaches. Examples of active recreation applications ~re: <br /> athletic fields, court games and playgrounds, and motorized trails. <br /> <br />b. Ail applications from Rural Centers will be considered (active and <br /> passive). <br /> <br /> c. In setting priorities among quality projects from Rural Centers, the <br /> proposed Freestanding Growth Centers will be given priority over <br /> applications from other Rural Centers when demonstrated needs are <br /> m~m~lar or greater in the proposed Freestanding Growth Center. <br /> <br />d. Applications from Rural Centers will be ranked with considered <br /> applications from other communities in the Rural Area on the basiz of <br /> recreational project review criteria. <br /> <br />That projects located in the Rural Area but sponsored by a <br />Freestanding Growth Center or a community in the Area of Planned <br />Urbanization be ranked in the sponsor community's planning area. <br />Funding criteria given above shall be applied where appropriate. <br /> <br /> <br />
