3 10. That Table C be recommended to the Minn. Dept. of Economic Development - Office of Local and Urban Affairs (OLUA) to serve as the basis for allocating FY '82 LAWCON/LCMR grants. 11. That, recognizing the need for flexibility in administering the grants, OLUA has the discretion of awarding approx~mstely ten percent in excess of the grant maximum and that OLUA report annually to the Metropolitan Parks and Open Space Comm~ssion as to the impact of the grant maximum limitation and exceptions noted. 12. That OLUA require the following conditions in the LAWCON/LCM~ grant contracts for boat launches in Lake Josephine (Ref. No. 9795-1) and Lake Lucy (Ref. No. 9764-1): That development and operation of the access facilities be consistent with the guidelines of the Coonerative Program for Providing Public Access Sites on Metropolitan Area Lakes. b. That the m~nimum parking capacity of the boat launches be: 6 car/trailer spaces for Lake Josephine 7 car/trailer spaces for Lake Lucy That the Lake Josephine boat launch be developed and in operation by June 1983. That the Lake Lucy boat launch be developed within one year of acquisition of the site. 13. That the City of Waconia be notified that, prior to development of any facilities at Waconia Playfield (Ref. No. 9754-1), it must annex the site to the city in accordance with prior Council actions concerning Waconia's Comprehensive Sewer Plan. 14. That OLUA be notified that the Eden Prairie-Riley Lake application (Ref. No. 9772-1) be considered eligible for funding onlX if the park is deleted from the Regio-~l Recreation Open Space System, pending-the outcome of a public hearing on the matter in late July.
