RESOLUTION #81- <br />RESOLUTION ESTABLISHING A POLICY REGARDING COUNCIL MEMBERS AND EMPLOYEES <br />ATTENDING SEMINARS, CONVENTIONS AND MEETINGS WHERE CITY COSTS WILL BE IN- <br />VOLVED <br />WHEREAS, the Ramsey City Council has directed that a policy be <br />established on City Council members and employees attending seminars, con- <br />ventions and meetings where City costs will be involved with such attendance. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The City Council hereby establishes the following policy on <br />governing Council members and employees on their attending seminars, con- <br />ventions, conferences, etc.: <br />a) Each budget year department heads will prepare a list of <br />schools, conferences, seminars, conventions, meetings, etc. <br />r� <br />that he expects his employees or himself to attend. He will <br />also have to state the expected cost and benefit to the City. <br />b) The above will be submitted to the City Administrator who <br />will present to the Council Personnel Committee for their <br />approval. They will review the requests and benefits and <br />r will approve /disapprove of the request. These will then be <br />submitted in the budget and the full Council will review this <br />when they act on the budget for adoption. <br />c) Those requests that they approve are then authorized to <br />become a part of the budget. When the individual plans on <br />attending such a function, the Council Personnel Committee <br />will be informed prior to his /her going to this function. <br />' d) Schools and seminars where they were not budgeted for <br />but is to the City's advantage for the individual to attend <br />will require a meeting of the Council Personnel Committee to <br />grant approval for the party to attend. <br />2) The Council Personnel Committee will make a quarterly report <br />to the City Council on all individuals who have attended functions where a <br />direct cost to the City is involved for the individual attending said <br />function. (Second Tuesdays for April, July, September and January). <br />3) Official meetings where no cost is involved, permission will <br />not be required unless mileage, meals and overtime is involved, then it will <br />require approval by the Council Personnel Committee prior to reimbursing the <br />individual. However, where overtime costs are involved it will have to be <br />approved prior to going to said meeting. <br />
