the City so that the procedure may be formalized at the City <br />level as well as the Commission level: <br /> <br />CABLE TELEVISION LOBBYIST POLICY OF THE CITY OF RAMSEY <br /> <br /> WHEREAS, various individuals have approached and will in the <br />future approach, city Council members to communicate with them <br />regarding various vested interests in the cable television fran- <br />chising process of this area; and <br /> <br /> WHEREAS, the city Council's decision on the cable television <br />franchise will be enhanced by its receipt of information from all <br />sources interested in the cable television franchising process; <br /> <br />and <br /> <br /> WHEREAS, the city Council believes it important that council <br />members are fully aware of the source of information received so <br />that council members may best evaluate the expertise and motives <br />of the individuals with whom they are communicating; and <br /> <br /> WHEREAS, the city believes'that aside ~rom discussions ini- <br />tiated by individual city Council members and city staff for the <br />purpose of answering individual questions, all communication <br />worthy of consideration by one individual is worthy of communica- <br />tion to all council members at a regularly scheduled meeting of <br /> <br />the City Council; and <br /> <br /> WHEREAS, in the democratic free exchange of ideas, a lobby- <br />ist best serves the perspective he or she represents by the open <br />expression of that perspective before the entire city Council so <br />that all council members have the opportunity to subject that <br />represented perspective to public scrutiny and question; and <br /> <br /> WHEREAS, the City Council believes that in order to credit <br />any input it receives from individuals who are nonmembers of the <br /> <br />2 <br /> <br /> <br />
