individual City council members or city staff <br />members who is not identified for the purpose <br />of the permanent lobbyist registration list <br />as to name and affiliation, is attempting to <br />influence the open decision-making process of <br />this City Council in a way which is inconsis- <br />tent and in violation of the policies of this <br />City Council. A violation of this policy or <br />procedure, as determined in the sole discre- <br />tion of the City Council, shall be a legiti- <br />mate and valid justification for a refusal to <br /> <br />consider the input of the lobbyist. Should <br />the City Council in its sole discretion <br />determine that the violating lobbyist rep- <br />resents a cable television company, the <br />violation shall be a legitimate and valid <br />justification for the city to reject the <br /> <br />proposal of said company. <br /> <br />4 <br /> <br /> <br />
