Part of the <br />process includes involvement from Regional Development Commission and Metropolitan <br />Council representatives in the identification of three rural issues or problems <br />in' their regions which may be impacted upon by the Council. <br />Recognizing that many of you have already identified issues through normal program <br />activities, the Council requests that you perform a "sorting'[ process uhich <br />separates and scopes the issues to a scale of sufficient specificity to be <br />addressed by the Council. A draft contract for this purpose is enclosed for <br />your review. Any comments in this regard should be addressed directly to Vic <br />Moore at your earliest convenience. <br /> The Governor's Council on Rural Development has not adopted a definition of "rural", <br /> but prefers to keep the definition flexible. Some of the concepts it would include <br /> in-its, vieu:of rural development are : food fiber, timber; farm; agribusiness; <br /> people; land use; community; inter-relationships; preservation; and values. The <br /> definition would .not be restricted to farm-connected families. <br /> The following are materials enclosed to assist you .as you identify and develop <br /> issues from your region: <br /> -Background for developing issues for the Governor's Council on Rural Development; <br /> -Plan for issue identification; -Issue form and instructions for completing; -Draft contract form; and <br /> List of Adricultural Extensions con,.unity resource development <br /> agents :. hJ w~ll assist in publicizing and facilitating the <br /> process at your request. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
