Minnesota
RURAL DEVELOPMENT COUNCIL

550 Cadar Street

($I2,~ 2.o5.2395

Background For Developing Issues For
Governor's Council on Rural Development

Minnesota's Rural Development Council was creal~d by Executive Order in ]973
for the purpose of improving the quality of life in rural ~4inneso~a. The
Council consists of representatives from each of the 13 regional development
con~nission~lO, state agencies~- 3 federal agencies, and 3 institutions of '
higher education.. During the seven years of its existence it has funded
about 80 projects through-its grant program demonstrating new-methods of
delivering public services to rural areas.

After several months of self-study, the Rural Development Council decided to
redefine its role to that of more systematically identifying issues and
problems of concern to rural Hinnesota and then attempting to influence key
decision-makers to. more effectively ·deal with-these problems.

The newly re-named Governor's Council on Rural Development is now undertaking
an.issues identification process involving~ll levels of government and .local
citizens. Th~ Council will-select and focus_its efforts on priority rural
issues which it can effectively impact through the unique nature of its' local,
state, and federal composition. Consistent with this new issue-oriented role,
the Council will revise its grant program to ~ore Pro-actively address the
solution of those key rural problems.

In order to identify rural issues on a local level t~e 12 Regional Development
Con~nissions and the Metro Council have been requested to develop a method for
involving citizens in identifying important rural Problems/needs in each region.
These issues will then be blended and prioritized with issues identified by
other Council members to determine the Council's work program.

AN EQUAL OPPORTUNITY EMPLOY~
