After considering all of the issues/problems identified through the process, <br />the Governor's .Counci$ on Rural Development will develop a strategy for <br />focusing its energies toward the solution of one, boo, or three rural problems. <br />An important criterio~ for selecting the issues for Council action will be the <br />capability of the Council to significantly impact the issue/problem. <br /> <br />The Governor's Council on Rural Development is an advisory council without <br />statutory authority. Nevertheless, it possesses some unique characteristics, <br />the con~ination of which enable it to approach issues in a manner different <br />from the perspective of any one of its representative parts. <br /> <br />Characteristics which the Governor's Council on Rural Development brings to <br />the problem-solving table include: <br /> <br />-An intergovernmental perspective by policy makers at the local, state, <br />and federal levels; <br /> <br />-Leadership by the state's Lt. Governor, providing access to and from the <br />Governor's.Office and the entire Executive Branch of state government; <br /> <br />-Federal constituent to supporting State Rural Development Councils for <br />the purpose of assisting federal agencies to more effectively deliver <br />rural Uevelo~ment funds. Th~ President!s-Small Communityand-Rural <br />Development Policy of 1979 establishing.several-new-cor~unication links <br />to State Councils; <br /> <br />-Over $400,000 from the Rural Rehabilitation Fund to spend~annually, to <br />address rural issues/problems and to leverage additional funds; and, <br /> <br />-A renewed dedication by the Council to focus its energies and make a <br />significant impact'in the solution-of roral problems in Minnesota. <br /> <br /> <br />
