Councilman Reimann said the idea of the new ordinance is that the people would <br />build the garage themselves later on. <br />City Attorney Goodrich said a public hearing would be needed for .an ordinance <br />change. <br />Councilma~ Cox said he thought the council has had all the input on this issue <br />they need. <br />Building Official Berg said there has been only a few smaller type houses <br /> and he expected a bigger increase in new housing starts than there was. <br /> Mayor Gamec questioned whether the few complaints received were enough to <br /> require an ordinance change. <br /> Councilman Reimann said it appears that nothing has been gained by the new <br /> ordinance · <br /> Councilman Mickelson said the ox~iinance has given, an~ opportunity to build a <br /> house and that is not defeating the purpose that was intended. <br /> Building Official Berg said two or three of the smaller type houses that went <br /> in had the slab and footings in already to build a garage. <br /> Motion by Councilman Mickelsnn and seconded by Counc~lman Re!msnn to leave <br /> City O~dinance Revision #80-6 as is. <br /> Motion carried. Voting yes-Mayor Gamec, Councilmen Reimann and Mickelson. <br /> Voting no-Councilman Cox. Councilman Sorteberg abstained. ~ <br /> Councilman Cox said he objected because he was not satisfied with the ordinance <br /> the way it is and the council hasn't accomplished what they set out to do. <br /> The people are not btutlding the energy efficien~ house any way. There isn't <br /> that much difference in size. The people who built there larger houses had <br /> the idea that that would be the size in their area. He said he was not objecting <br /> to the requirements for new developments. <br /> Mayor Gamec said the original purpose was affordable housing. <br /> Mayor Gamec suggested going back to the E.D.C. to review the energy aspects <br /> to see what has ahppened since the first of the year. <br /> 2) Industrial Revenue Bond Issue $1,000,000; Case of Alan C. Phillips <br /> Request for Approval <br /> Motion by Councilman Cox and seconded by COuncilman Mickelson to adopt <br /> Resolution #80- 1~6 giving preliminary approval to a project with Alan C. Phillips <br /> under the Minnesota Municipal Industrial Development Act, giving preliminary <br /> approval for the issuance of a revenue bond to finance the project, authorizing <br /> the submission of an application for approval of said project to the Commissioner <br /> of Securities of the State of Minnesota and authorizing the preparation of <br /> necessazy documents. <br /> Motion carried. Voting yes-Mayor Gamec, ~o~ncilmen Sortebsrg, Reimann, <br /> Mickelson and Cox. Voting no-None.
