- 6 - <br /> <br />- Recycling cooperatives that would enable small recycling centers to <br /> market recyclable materials together, thereby gaining economies of <br /> scale. <br /> <br />- Mechanical separation of recyclable materials at landfills and <br /> transfer stations. <br /> <br /> - Methods to expand current markets and create new ones for recyclable <br /> materials. <br /> <br /> - Methods to increase the amount of residential yard waste that is <br /> composted. <br /> <br /> - school district recycling programs as a possible revenue source for <br /> district operations. <br /> Though not as important now, resource recovery is expected to grow in <br /> importance in future years. The report recommends that the Metropolitan <br /> Area counties, and others, continue their planning for recovery systems, <br /> but that they also develop other abatement programs in the meantime. Such <br /> an approach would provide a more comprehensive, flexible system, without <br /> an over-reliance on high-technology systemS. <br /> Small modular furnaces could prove feasible for small, rural ~owg? ~o._ <br /> operate as resource recovery facilities. The report recommends that the <br /> counties study the feasibility of such systems. They should also encour- <br /> age backyard and centralized composition to deal with residential yard <br /> wastes--leaveS, small tree branches and grass clippings. <br /> The report recommends that the Metropolitan Council establish a task force <br /> to examine the feasibility of a region-wide, organized system for collec- <br /> ting trash. Such a system could eliminate the duplication of hauler <br /> in communities served by several trash haulers. It could also <br /> routes ........ ~ .... ls in a cost-efficient way, <br /> to col£ect recyc£aD~e m~u=~. . <br /> enable haulers ............. ~ ~andllna of solid waste, especially <br /> and help communities De~er m~ ~..~ - ~ <br /> for recycling. <br /> <br /> Also recommended in the report: <br /> <br /> - Public education programs to promote waste reduction. <br /> <br /> - Consideration by counties of ways td finance abatement programs. <br /> <br /> - Study of high-technology composting, methane recovery and alcohol <br /> production systems. <br /> <br /> - study of the feasibility of shredding and baling of wastes at land- <br /> fills and transfer stations. <br /> <br /> - study of product surcharges as a way to reduce wastes. <br /> <br /> - Further study of the amount and composition of future solid waste. <br /> <br /> <br />
