Model Ordinances <br /> <br />The Metropolitan Council, with assistance from the already- <br />mentioned advisory task force, should develop model ordinances <br />and contracts for counties and other local units of government <br />that could be used to establish community-based organized <br />collection. <br /> <br />d. Mandatory Collection <br /> <br />The Metropolitan Council, with assistance from the above- <br />mentioned advisory task force, should examine the need for <br />mandatory collection ordinances that could be adopted by <br />counties and other local units of government. <br /> <br />6. FINANCING MECHANISMS <br /> <br />a. Comprehensive Billing <br /> <br />The Metropolitan Council (in coordination with all local units <br />of government, MPCA, private haulers, and owners of transfer <br />stations and landfills, and recycling industry representa- <br />tives) should evaluate the feasibility of a comprehensive bill- <br />ing system that would identify and return the actual costs of <br />waste collection, disposal and overall management back to the <br />original generators. This should be coupled with the evalua- <br />tion of an organized collection system. <br /> <br />b. Variable Collection Rates <br /> <br />The Metropolitan Council (in coordination with all local units <br />of government, MPCA, private haulers, and owners of transfer <br />stations and landfills) should investigate the feasibility of <br />collection rates that vary according to the quantity generated <br />(that is, a user-based rate). <br /> <br />c. Tax Incentives <br /> <br />Local units of government should assist and encourage recy- <br />cling and recovery industries to determine if they can qualify <br />for state and federal tax incentives for recycling programs <br />(such as the 10-percent federal tax credit for new recycling <br />equipment and the five-percent state tax credit for pollution <br />control facilities). <br /> <br />d. Grants <br /> <br />Local units of government, with assistance from the Metro- <br />politan Council, should determine if they can qualify for <br />state, federal and other grants for collection and recovery <br />programs. <br /> <br /> <br />
