Loans and Rebates <br /> <br />Metropolitan counties should design <br />encourage recovery programs through <br />rebates. <br /> <br />their own incentives to <br />tax-free loans and fee <br /> <br />County Funds <br /> <br />Metropolitan counties should examine the feasibility of estab- <br />lishing their own funds from various local sources (such as <br />local waste surcharges on disposal facilities and general tax <br />revenues). <br /> <br />7. DEMONSTRATION AND ANALYSIS <br /> <br />a. Waste Stream Analysis <br /> <br />The metropolitan counties and the Metropolitan Council, <br />through the continuing land disposal abatement planning proc- <br />ess, should initiate a scientifically controlled analysis of <br />the specific composition and amount of the local solid waste <br />stream, using standardized solid waste sampling techniques. <br /> <br />b. Composting Demonstration <br /> <br />The MPCA and the Metropolitan Council should initiate a com- <br />posting demonstration project to determine the feasibility of <br />using food and other scrap wastes as a bulking agent for <br />sludge composting. <br /> <br />c. Compost Market Study <br /> <br />The MPCA, Metropolitan Waste Control Commission, Minnesota <br />Department of Agriculture, the Metropolitan Council and the <br />University of Minnesota Extension Service should conduct an in- <br />depth market study to assess the demand for compost products <br />made from solid waste and sewage sludge. <br /> <br />B. ACTIONS BY PRIVATE INDUSTRY <br /> <br />The 1980 Waste Management Act requires the Council's land disposal <br />abatement report to include recommendations for private sector actions <br />and levels of expenditure necessary to achieve the report's goals and <br />objectives. The following recommendations call for a high level of <br />involvement by the private sector in developing.waste reduction and <br />recovery programs. Private sector involvement ~s essential if the <br />best abatement strategies are to be successfully implemented. <br /> <br /> <br />
