Conservation and Recycling <br /> <br />Ail commercial and industrial enterprises should examine the <br />materials balance (that is, the amount of raw material pur- <br />chased as it relates to the amount of solid waste produced) of <br />their processes to determine if conservation and recycling <br />techniques could reduce waste generated. <br /> <br />b. State Packaging program <br /> <br />The packaging industry should continue to work with the MPCA <br />during the evaluation of the state packaging program. <br /> <br />c. Office Paper Reduction <br /> <br />Ail business, commercial and industrial 'establishments should <br />support office paper reduction through adoption of specific <br />administrative policies for procurement, paper use and in- <br />office recycling. <br /> <br />d. Warranty Policies <br /> <br />Ail private companies should adopt procurement policies, where <br />feasible, that favor the purchase of materials with the <br />longest warranties. <br /> <br />Newspaper Conservation <br /> <br />Newspaper companies should ex~mine newspaper conservation <br />policies to determine their feasibility and impact. <br /> <br />f. Public Education and Awareness <br /> <br />Private industry should work with the public sector in devel- <br />oping public education and awareness programs (see recommenda- <br />tions for governmental actions under "Waste Reduction"). <br /> <br />2. WASTE SEPARATION <br /> <br />a. Increasing the Capacity of Markets <br /> <br />Private industry should develop recommendations to be sub- <br />mitted to local, regional and state units of government detail- <br />ing potential methods of governmental assistance to help <br />increase the capacity of current materials markets in the <br />Region. <br /> <br />b. New Materials Markets <br /> <br />Private industry should assist local, regional and state units <br />of government in investigating methods of developing new mate- <br />rials markets in the Region. <br /> <br /> <br />
