ORGANIZED COLLECTION <br /> <br />am <br /> <br />Organized Collection Task Force <br />The refuse collection industry should select representatives <br />to serve on the Metropolitan Council's advisory task force <br />proposed to examine the feasibility of an organized collection <br />system in the Region. All private hauling firms should be <br />given an opportunity to comment on any proposal developed by <br />the task force. <br /> <br />6. FINANCING MECHANISMS <br /> <br />Tax Incentives <br />All private recycling and recovery establishments should deter- <br />mine if they can qualify for state and federal tax incentives <br />for recycling programs (such as the 10-p~rcent federal tax <br />credit for new recycling equipment and the five-percent state <br />tax credit for pollution control facilities). <br /> <br />b. Federal Grants <br /> All private recycling and recovery establishments should deter- <br /> mine if they can qualify for federal grants from the U.S. <br /> Environmental Protection Agency, Department of Housing and <br /> Urban Development, and the Small Business Administration for <br /> recovery programs. <br /> <br /> c. Cooperative Financing Options. <br /> Private industry, with local governmental units, should inves- <br /> tigate various cooperative financing options. <br /> <br />Information Service <br /> <br />The Waste Management Board, MPCA and the Metropolitan Council <br />should coordinate an information service that identifies and <br />describes current financial assistance and arrangements for <br />recycling and recovery programs. <br /> <br />C. POTENTIAL LEGISLATIVE AND OTHER ACTIONS <br /> <br />Although the 1980 act did not require the Council's land disposal <br />abatement report to recommend actions by the State Legislature and <br />U.S. Congress, the greatest potential for improving the current <br />recovery system lies with these higher levels of government. The <br />following recommendations call for continued evaluation of various <br />legislative issues dealing with waste reduction and recovery. Both <br />government and the private sector should work together in support of <br />new legislation that will most effectively and efficiently reduce the <br />Region's dependence on land disposal to handle solid wastes. <br /> <br /> <br />
