- 61 - <br /> <br />1. WASTE REDUCTION <br /> <br />a. Container Deposits <br /> <br />The Minnesota Legislature should reconsider the container <br />deposit issue at a time when all of the costs and benefits of <br />other existing state programs are known and objectively docu- <br />mented. Legislation should be directed at comprehensive <br />strategies dealing with all components of the waste stream to <br />provide fair and uniform implementation. <br /> <br />b. Packaging Rules <br /> <br />The Metropolitan Council and the metropolitan counties should <br />assist the MPCA in its continuing evaluation of the state <br />packaging rules. <br /> <br />c. Product Charges <br /> <br />The Metropolitan Council and affected industries should assist <br />the MPCA in evaluating the costs and benefits of product <br />charges. <br /> <br />d. Bans <br /> <br />The Metropolitan Council, the metropolitan counties and <br />affected industries should assist the MPCA in evaluating the <br />costs and benefits of bans of certain products and materials <br />from landfills. <br /> <br />e. Newspaper Conservation <br /> <br />The MPCA should continue to examine the value of newspaper con- <br />servation policies, such as printing format changes, and <br />attempt to work with newspaper companies in developing volun- <br />tary conservation programs before mandatory programs are <br />considered. <br /> <br />f. Waste Surcharges <br /> <br />The Metropolitan Council, in cooperation with the metropolitan <br />counties, should continue to evaluate the waste stream impacts <br />of local waste surcharges on disposal facilities to be used <br />only within the solid waste management system. <br /> <br />2. FINANCING MECHANISMS <br /> <br />a. MPCA Demonstration Program <br /> <br />The State Legislature should extend the time period for pro- <br />jects funded under the 1980 Waste Management Act's demonstra- <br />tion program administered by the MPCA. <br /> <br /> <br />
