- 61 - 1. WASTE REDUCTION a. Container Deposits The Minnesota Legislature should reconsider the container deposit issue at a time when all of the costs and benefits of other existing state programs are known and objectively docu- mented. Legislation should be directed at comprehensive strategies dealing with all components of the waste stream to provide fair and uniform implementation. b. Packaging Rules The Metropolitan Council and the metropolitan counties should assist the MPCA in its continuing evaluation of the state packaging rules. c. Product Charges The Metropolitan Council and affected industries should assist the MPCA in evaluating the costs and benefits of product charges. d. Bans The Metropolitan Council, the metropolitan counties and affected industries should assist the MPCA in evaluating the costs and benefits of bans of certain products and materials from landfills. e. Newspaper Conservation The MPCA should continue to examine the value of newspaper con- servation policies, such as printing format changes, and attempt to work with newspaper companies in developing volun- tary conservation programs before mandatory programs are considered. f. Waste Surcharges The Metropolitan Council, in cooperation with the metropolitan counties, should continue to evaluate the waste stream impacts of local waste surcharges on disposal facilities to be used only within the solid waste management system. 2. FINANCING MECHANISMS a. MPCA Demonstration Program The State Legislature should extend the time period for pro- jects funded under the 1980 Waste Management Act's demonstra- tion program administered by the MPCA.
