Freight Taxes <br /> <br />The State Legislature and U. S. Congress should examine the <br />possibilities of removing freight taxes on scrap metal and <br />other secondary materials. <br /> <br />d. Virgin Materials Tax Preference <br /> <br /> The U. S. Congress should continue to examine removing the <br /> preferential tax treatment of virgin materials. <br /> <br /> e. Investment Tax Credit <br /> <br /> The State Legislature should consider the proposal of the MPCA <br /> to establish a state 10-percent investment tax credit on the <br /> purchase of new recycling equipment, similar to the federal <br /> credit now in existence. <br /> <br />f. Tax Incentives <br /> <br />The Metropolitan Council and MPCA should continue to investi- <br />gate innovative tax incentives (such as real estate tax reduc- <br />tions, sales tax modifications, and income tax modifications) <br />that could be legislated to encourage people to recycle and <br />discourage excessive waste generation. <br /> <br />g. Product Charges <br /> <br />The Metropolitan Council and affected industries should assist <br />the MPCA in evaluating the use of a product charge to estab- <br />lish funds for recovery programs. <br /> <br />h. Pollution Fines <br /> <br />The metropolitan counties and MPCA should consider using <br />pollution fines to establish a fund for recovery programs. <br /> <br /> <br />
