MEMORANDUm. <br /> <br /> TO: <br /> FROM: <br /> <br /> DATE: <br />sUBJECT: <br /> <br />The city Council of the city of Ramsey <br />Lloyd schnelle, city Administrator <br /> <br />November 20, 1980 <br /> cABLE TELEVISION LOBBYIST POLICY <br />Anoka/Champlin/Ramsey cable Commission has adopted a <br /> <br /> The <br />cable television lobbyist policy in the hopes of standardizing <br />what could become considerable communication from cable televi- <br />sion ~ompanies and other special interest groups. You have dele- <br />gated the majority of the work and preparation of a Request for <br />Proposal and a Model Franchise to your representatives on the <br />Anoka/Champlin/Ramsey Cable commission. The Commission is in the <br />process of preparing these documents for your consideration. You <br />will be the ultimate authority to adopt, if you choose, the fran- <br />chise ordinance which will include a recommendation regarding the <br />cable company which the Commission believes will best meet the <br />needs of your city. While valuable information can be received <br />from representatives of cable television companies, the Commis- <br />sion believes that that information is best received in a public <br />forum; preferablY, at this point, before the Cable Commission. <br />There will be ample time in the process for the individual cable <br />companies to also appear before your city council~ to explain <br />their position. In an attempt to formalize this communication <br />process, and to ensure that the Commission and member city Coun- <br />cils know the identity of the lobbyist and the cable company or <br />special interest which that lobbyist represents, the Commission <br />has adopted a policy and procedure on cable television lobbying. <br />However, the Commission'S current policy only applies to lobbying <br />at the commission level. As a result, the Anoka/Champlin/Ramsey <br />cable Commission requests that the city Councils of all member <br />cities adopt the following policies and procedures on behalf of <br /> <br /> <br />
