the City so that the procedure may be formalized at the <br />level as well as the commission level: <br /> CABLE TELEVISION LOBBYIST POLICY OF THE cITY OF RAMSEY <br /> <br />city <br /> <br /> WHEREAS, various individuals have approached and will in the <br />future approach, city council members to communicate with them <br />regarding various vested interests in the cable television fran- <br />chising process of this area; and <br /> WHEREAS, the city council's decision on the cable television <br /> franchise will be enhanced by its receipt of information from all <br /> sources interested in the cable television franchising process; <br /> and <br /> WHEREAS, the city Council believes it important that council <br /> members are fully aware of the source of information received so <br /> that council members may best evaluate the expertise and motives <br /> of the individuals with whom they are communicating; and <br /> WHEREAS, the City believes that aside ~rom discussions ini- <br /> tiated by individual City council members and city staff for the <br /> purpose of answering individual questions, all communication <br /> worthy of consideration by one individual is worthy of communica- <br /> tion to all council members at a regularly scheduled meeting of <br /> the city'Council; and <br /> WHEREAS, in the democratic free exchange of ideas, a lobby- <br /> ist best serves the perspective he or she represents by the open <br /> expression of that perspective before the entire city council so <br /> that all council members have the opportunity to subject that <br /> represented perspective to public scrutiny and question; and <br /> WHEREAS, the city Council believes that in order to credit <br /> any input it receives from individuals who are nonmembers of the <br /> <br />2 <br /> <br /> <br />
