' <br /> The memorandum suggests a target date of i984 which,.in our <br /> estimation, is the earliest date a facility could be put in <br /> 'place. Current 201 studies put the date at 1987 or later. <br /> These dates reflect Metropolitan need in the absence of a <br /> reviewed local comprehensive plan. The date ultimately <br /> established will be based on documentated need. The comprehensive <br /> Sewer plan which was forwarded to the council in 1978 was <br /> necessary to provide information on a probable design for the <br /> city's sewer system to be used in preparing plans and specifi- <br /> cations for the Anoka segment. <br /> The extension cannot be programmed until the following events <br /> , the Waste <br /> occur: <br /> 1. There is agreement among the Metropolitan'Council <br /> Control Commission and Ramsey on the need and timing for <br /> the second Ramsey connection.through the comprehensive <br /> plan review proceSS. <br /> <br /> 2. This need is included in the Council's 208 Water Quality Plan. <br /> 3. once in the 208 Water Quality Plan, the Waste Control commission <br /> includes the second connection in its development program. <br /> <br /> 4. Once approved as part of the development Program, the <br /> facility then be included in the commission'S annual <br /> capital budget presuming, of course, there will be <br /> metropolitan and federal dollars available- <br /> <br /> <br />
