2) City Assessor to Discuss with the City Council in Regards to <br />Residential Valuation Assessments Made in 1981 for 1982 <br />City Assessor Wirz said he didn't have sales study figures because of <br />Clayton's illness and he didn't get the information he wanted from the <br />County. <br />Councilman Sorteberg said he felt there has not been a 20% increase <br />in sales in Ramsey and that there has been a zero % increase in Ramsey <br />in the last twelve months. <br />City Assessor Wirz said the city was low back in 1976 and 1977 and <br />that is why the large increase now. <br />Councilman Sorteberg asked what is going to be done in areas where <br />they are putting in sewer. He asked if they were going to raise the <br />market value of those houses that much. <br />City Assessor Wirz said he thought they would have to, as they would <br />compare to places who presently have sewer & water. <br />City Assessor Wirz said the sales right here in Ramsey are a lot less <br />now but the sales there are show an increase. He said he didn't think <br />the amount of sales means anything. <br />It was the Council's consensus to hold off on acting on the question <br />of staying with the 7% residential rate increase or lowering it <br />until the next council meeting when the City Assessor will have his <br />sales figures. <br />Councilman Cox said it appeared that the Board of Review meant nothing <br />because the decision were completely negated. The city is nailing <br />people to the wall based on sales figures. The people in the commercial <br />area now know that there is no sense in coming before the City Council <br />Board of Review. <br />City Assessor Wirz said if the council had helped out those who came <br />to the Board of Review instead of trying to help out everybody, it <br />would have gone through. The County Attorney said what the city did <br />was basically legal, but the city found out it wasn't that way at all <br />He said if the city has another Board of Review, the council members <br />would not have a vote. It would have to be just for the citizens <br />information. <br />Motion by Councilman Cox and seconded by Councilman Mickelson to set <br />up an assessment Board of Review for the commercial areas in Ramsey <br />in regards to their assessment notice from the County. <br />Motion carried. Voting yes -Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no -None. <br />City Administrator Schnelle was directed to set up the time for the <br />assessment Board of Review with the County. <br />C /September 23, 1980 <br />Page 6 <br />
