2) City Assessor to Discuss with the City Council in Regards to Residential Valuation Assessments Made in 1981 for 1982 City Assessor Wirz said he didn't have sales study figures because of Clayton's illness and he didn't get the information he wanted from the County. Councilman Sorteberg said he felt there has not been a 20% increase in sales in Ramsey and that there has been a zero % increase in Ramsey in the last twelve months. City Assessor Wirz said the city was low back in 1976 and 1977 and that is why the large increase now. Councilman Sorteberg asked what is going to be done in areas where they are putting in sewer. He asked if they were going to raise the market value of those houses that much. City Assessor Wirz said he thought they would have to, as they would compare to places who presently have sewer & water. City Assessor Wirz said the sales right here in Ramsey are a lot less now but the sales there are show an increase. He said he didn't think the amount of sales means anything. It was the Council's consensus to hold off on acting on the question of staying with the 7% residential rate increase or lowering it until the next council meeting when the City Assessor will have his sales figures. Councilman Cox said it appeared that the Board of Review meant nothing because the decision were completely negated. The city is nailing people to the wall based on sales figures. The people in the commercial area now know that there is no sense in coming before the City Council Board of Review. City Assessor Wirz said if the council had helped out those who came to the Board of Review instead of trying to help out everybody, it would have gone through. The County Attorney said what the city did was basically legal, but the city found out it wasn't that way at all He said if the city has another Board of Review, the council members would not have a vote. It would have to be just for the citizens information. Motion by Councilman Cox and seconded by Councilman Mickelson to set up an assessment Board of Review for the commercial areas in Ramsey in regards to their assessment notice from the County. Motion carried. Voting yes -Mayor Gamec, Councilmen Sorteberg, Reimann, Mickelson and Cox. Voting no -None.
