City Engineer Raatikka recommended that it be left until sewer & water <br />are put in. It could be overlayed and repaired somewhat. They could <br />look at ditching part of it and putting a grate on the main hole on <br />Rivlyn Avenue. <br />Councilman Cox said the commercial people are not getting what they are <br />paying for. He asked if it would help to ditch to the north side of <br />Rivlyn and west of Tungsten. <br />City Engineer Raatikka said ditching would help to store some water there. <br />City Administrator Schnelle said the residents are part of the drainage <br />area and there is no getting around it. <br />The consensus of the City Council is that it cannot approve the <br />proposed street and storm drainage improvements at this time. <br />City Engineer Raatikka was instructed to come back with a recommendation <br />of what the city can do to alleviate the problem and upgrade the street. <br />Councilman Mickelson said the city can't let the street go for five years. <br />The city needs to do something now. <br />City Attorney Goodrich said the residents could be assessed part of <br />the commercial assessment too. If a catch basin is put at the corner <br />of Tungsten Street and Rivlyn Avenue, that will split out assessing <br />for the whole improvement to residents and before that can be done, <br />there will have to be a public hearing. <br />The consensus of the City Council is to concern themselves mainly with <br />Tungsten Street. <br />City Engineer Raatikka said there is no problem on Rivlyn Avenue and <br />Front Street is in fairly good condition. He said maybe the whole <br />works can be overlayed, with possibly a little ditching. <br />City Attorney Goodrich said the city never told residents that they <br />would be assessed for storm sewer project. <br />Mayor Gamec said the council is trying to find another solution and <br />not tie in with the storm sewer. <br />City Engineer Raatikka was directed to check to see if grading is such <br />on Tungsten Street that it can be overlayed and to take a look at <br />drainage on Rivlyn & Tungsten and see if there is a solution to the <br />problem there other than tying in with the storm sewer. <br />City Administrator Schnelle was directed to straighten out the house <br />numbers problem being residents at the meeting said they never received <br />notice of the public hearing. <br />A meeting date was set for the 30th of September, 1980 in regards to <br />the proposal of ditching and overlaying Tungsten Street. <br />C /September 23, 1980 <br />Page 5 <br />
