City Administrator Schnelle recommended leaving the ditch in the County's <br />hands and making sure it is properly sized now. Administration of <br />County ditches can be a real problem. <br />The developer was present and said the County is going to be very <br />interested in what the city has to say on this matter. The County <br />isn't really interested in supervising ditches either. They discovered <br />this ditch that is going right through their plat and it is not a <br />functioning ditch at this time and has not been for 30 or 40 years. <br />They abandoned the ditch improvement proposal because of the expense <br />and hassle involved. <br />City Attorney Goodrich said he was assuming that the County will abandon <br />the ditch and maintain a County Sewer. <br />The developer said if the County abandons the ditch, the city has the <br />water and the storm sewer. They hoped the city would consider a <br />resolution that is as simple as possible because this is new in the <br />State and it hasn't been tried out in the County yet. They want <br />to tell the County that the city agrees to maintain the link in the <br />ditch system. <br />City Engineer Raatikka said he would like to see a front system for a <br />right -of -way because that is eventually what is going to go in there. <br />City Attorney Goodrich said the pipe size should be appropriate for <br />that plat. <br />Motion by Councilman Sorteberg and seconded by Councilman Mickelson <br />to adopt Resolution #80 119 Regarding Disposition of County Ditch #43, <br />Flintwood Hills Second Addition. <br />Motion carried. Voting yes -Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no -None. Phillips, Altron, Inc. <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to <br />adopt Resolution #80- 120 Calling for Public Hearing Pursuant Minnesota <br />Statutes, Section 474.01, Subd. 7b, and Publication of Notice Regarding <br />the Issuance of Industrial Revenue Bonds; Case of Mr. Alan C. Phillips, <br />Altron, Inc. <br />Motion carried. Voting yes -Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no -None. Refer to resolution file for Resolution #80 - 120 <br />2) Bulletin Board Sign at City Hall and Director Signs to All <br />Business and Industrial Areas <br />Mr. John Hovland was present and said the Lions Club is donating <br />a bulletin board sign for out front of City Hall which has letters <br />that can include whatever the city wants.
