• <br />• <br />• <br />d) The effect upon traffic into and from the premises, or on any <br />adjoining roads; - It would have a minimal affect upon traffir <br />and it is located on Highway 47. <br />e) The total number of similar uses within the city; - There are <br />similar uses in the city. <br />f) It will not be dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use, or to the public <br />welfare, and it will not substantially impair the use, enjoyment <br />or value of any property. <br />The commission went over the "Criteria for Approval" (170.016E) <br />a) There would be a minimal effect on the public health, safety or <br />general welfare and it is not contrary to established standards, <br />regulations or ordinances of other governmental agencies; <br />b) It will not be substantially injurious to the permitted uses nor <br />unduly restrict the enjoyment of other property in the immediate <br />vicinity nor substantially diminish and impair property values <br />within the area. <br />c) It will not affect other development. <br />d) That adequate access roads, on -site parking, on -site loading, <br />and unloading berths and drainage have been or will be provided; - <br />He was told to indicate the north driveway as the entrance and exit. <br />He will show on the Site Plan where parking and turnaround will be. <br />g) That adequate measures have been taken to provide ingress & egress to <br />minimize traffic congestion- Access would be limited to the north <br />driveway and a sign would be put up there - of not. :more_than_two (2) sq. ft. <br />Chairman Peterson told Mr. Morton to check with the Building Inspector on signs. <br />h) It will conform to all applicable regulations of the district <br />wherein proposed. <br />Ben Deemer suggested it be limited to only materials grown on the premises. <br />Gerald Zimmerman went along with Ben's suggestion. <br />Art Dunn said it was too easy to get around. <br />Chairman Peterson said he couldn't go along with Ben's recommendation. <br />He suggested limiting it to the sale of trees, plants and shrubbery. <br />Motion by Ben Deemer and seconded by Art Dunn to recommend to City <br />Council that a Conditional Use Permit be issued to Mr. Stanley Morton <br />to sell trees and shrubs at his residence on St. Francis Boulevard on <br />the following conditions: <br />P & Z Regular Meeting Page 5 10/3/80 <br />
