Mr. Ron Harnik, who is responsible for the Land Use Ordinance, said he spent <br />all day talking with people on the Minnesota River. He said that both St. Francis <br />and Anoka did the same as Ramsey and asked for special consideration on the <br />rules. He said a good plan was developed initially and there have been some <br />legal changes since that time. He said the ordinance should have been adopted <br />a year ago. He asked how the DNR can change a rule when it has not yet been <br />implemented. He said one of the criteria that has to be shown in the <br />petition is that the rule was unreasonable or a significant administration <br />problem. He said in St. Francis and Anoka County, the basic rules were not <br />compromised. He said he went to a hearing in Sherburne County and the Hearing <br />Judge did not compromise for them. He said he wanted the city to seriously <br />consider working within the same compromises the DNR developed with Anoka <br />and St. Francis. He is it would be very difficult to accommodate the city <br />to the degree it is asking at this time. <br />Mr. Stine said Ramsey is the last city left to adopt the ordinance along the <br />Rum River. <br />Councilman Cox said the city's ordinance will perform for the community <br />and the city has used scenic setbacks for years. He felt the DNR rules would <br />not perform for the community. <br />Mr. Stine said he did not see the rules getting changed in the very near future <br />until they have been implemented for some time. <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to adjourn the <br />public hearing. <br />Motion carried.
