Pursuant to due call and notice thereof, the Ramsey City Council held a public hearing regarding Street Improvement (Countryside Estates #80 -15) on September 16, 1980, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. Members Present: Mayor Gamec Councilman Sorteberg Councilman Michelson Councilman Cox PUBLIC HEARING City of Ramsey Anoka County State of Minnesota Members Absent: Councilman Reimann Mayor Gamec called the meeting to order at 9:00 P.M. Mayor Gamec said this hearing was on whether to blacktop or put in Class V without blacktopping of Countryside Estates development. City Engineer Raatikka said it is proposed to grade the streets, install Class V gravel, pave the streets and restore the boulevards. He said the proposed street section is a rural type 24' wide street. He said the street section proposed consists of a 3" gravel base with a 11" bituminous surface. City Engineer Raatikka said the estimated costs of the project are $85,000 for bituminous surfacing, $39,000 for Class V Gravel, $16,500 for Grading and $20,700 for restoration and culvert installation. $161,200 is the estimated construction cost, plus contingencies engineering B administrative costs of $40,300 for a total estimated cost for street improvement of $201,500. It is proposed to assess the cost on a unit basis. The cost is divided between 109 units for a total of $1,848.62 per unit. At loo interest for 10 years, the annual unit cost is $300.96. The cost of the project could be reduced by $106,250 if the bituminous surfacing was deleted. Therefore, the cost excluding bituminous would be $95,250. That cost divided between 109 units would come to a total of $873.85 per unit. At 10% interst for 10 years, the annual unit cost would come to $142.26. City Engineer Raatikka explained it will be up to the individual owners to take care of their own driveways, with the exception of a one -foot apron which would be provided on all driveways to protect the edge of the pavements. He said as far as scheduling of this project, he recommended that this project be bid as soon as possible this fall so it could be installed this fall with restoration to be done next spring. Mayor Gamec said Country Side Estates is in what the city considered a rural service area and the city is not looking at putting sewer & water in this area. PUBLIC HEARING September 16, 1980 Page 1
