Chief Way added that the County Communications came to us - we did not go to them. It does
not look like we have to do anything else - so we are looking at about a $4,000 savings. It is a
win-win situation.

Chief Kapler pointed out that this is not just a tower - there will have to be a powered utility
building too.

Chief Way added that it is a 15 x 20 building.

Chief Kapler stated that it will have back-up power - and we can oversize that to handle the new
fire station when it is built.

Chief Way reported that this issue will be presented to the Planning Commission in February as
some variances will be needed. Anoka County would like to get moving on this while there is
still snow on the ground.

Chairperson Anderson inquired about a completion date to which Chief Way replied June 2006.
We are looking at the one on Bunker first. He added that they are looking at building a lattice
tower versus a monopole.

Boardmember Riddle inquired if the residents in the area had any concerns/comments about the
tower to which Chief Way replied there are no houses there right now.

Chief Kapler added that the public seems to accept it more when it's for public safety.

Motion by Chairperson Anderson, seconded by Vice-Chairperson Lewandowski to direct staff to
draft a resolution in support of the tower and land contribution and send it to the Planning
Commission with the case as well as the City Council when it's on their agenda.

Further discussion: Chief Kapler stated it's been asked why the communication tower couldn't
be put up on the water tower and the reason is that even a half mile distance is a big deal. Chief
Way reported that John Tonding will be talking to the City of Anoka because they have perfect
coverage now and they will be giving something up for this.

Motion carried - all in favor.

6) Burns Township - Fire Department

Chief Kapler stated that City Administrator Norman has requested he give a brief update of the
ftre activity in Burns. Bums Township approached the City of Ramsey Fire Department and
asked if we would be interested in a combined effort with regard to a Fire Department. They are
getting pressure to establish some type of department. Mayor Gamec, Councilmember Pearson
and Chief Kapler are serving on this conceptual committee and taking about this combined
effort. Chief Kapler presented a map and explained that the bold area shows the five mile
driving distance from Bums Town Hall The two upper comers of Ramsey are more than five
miles from a fire station; that makes a big difference in homeowner's insurance rates.
