ACE
SOLID WASTE, INC.

6601 McKinley Street NW, Ramsey, MN 55303

ice!

February l2,2006

Sean Sullivan
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, Mn 55303

Dear Seam

RE: Purchase of Land - St. Paul Terminals Site

In December of 2000, ACE Solid Waste opened its new facility in the City of Ramsey. Although some
people attempted to create negative feelings toward our "garbage" company, the City, following a full
investigation of our operations, gave us approval to build a facility that supported our current needs and
gave us the opportunity to grow. We have always appreciated and respected the trust you put in us to run
a clean operation.

As you are aware, ACE is a locally owned company competing in a market dominated by publicly held,
national corporations. Despite this challenge we have been successful by building on our 50 years of
service and a local attitude. In our industry, our commitment to the community is unequalled and
dedication to our people is without parallel. These commitments reflect tho personal beliefs of company
owner, Andy Schweizer.

· Direct financial support of City parks, active involvement in Chamber of Commerce and support
of the Anoka Community College are just a few examples of our community involvement.
· The Minnesota Department of Employment and Economic Development lists ACE as the 7th
largest employer in Ramsey with 80 employees. Our average wage is $18.40 per hour and, on
average, our employees have been with us 7 years.
· The chart below shows the tax base we have added to the community.

Year Assessed Value t Total Tax
2000 J $86,400 [ $2,618
.... ..... .....
.... ..... ' Sb' fSb'd .....

For us, acquisition of this 1.4-acre property is more than just a simple land buy; it gives us
operational flexibility and the confidence to continue growing in Ramsey and the surrounding area.

Our challenge is timing. Attached are two options we are considering for the property.

Option 1: Expansion of our current transfer station. In year 2000, our development plan detailed a
17,000 square foot transfer station. We built a 9,000 square foot building (with the opportunity for
expansion) due to changing disposal market conditions. The lack of cost effective, environmentally
sound disposal options is the biggest threat to our business. It is our achilles heel. A transfer station
gives us the opportunity to move MSW to the best possible site for the benefit of our customers and our
company.

12
