Staff is requiring that ali sewer and water infrastructure be installed prior to the construction of <br />the streets. T'ae applicants have not submitted information regarding the proposed water source <br />for the proposed lots. If individual wells are proposed, a maintenance plan for the water pipes is <br />required. It is staff's recommendation that a community well be installed to service the proposed <br />lots and to ensure the integrity of the water pipes until such a time that municipal services are <br />available. <br /> <br />The plat proposes to gain access from Wolverine Street, through the proposed Rum River Prairie <br />development. Staff is requiring that 171st Street be constructed to provide a second access to both <br />Kelly Acres and Rum River Prairie. Staff has requested that Wolverine Street be platted and <br />constructed to align with the existing Wolverine Street north of County Road 63. <br /> <br />The tree preservation plan, grading plan, and drainage plan are generally acceptable, though some <br />minor revisions are required. <br /> <br />A trail will be required to be constructed on the east side of A_rmstrong Boulevard per the City's <br />Park and Trail Plan. Also, a sidewalk will be required to be constructed along Tiger Street to the <br />extent of the plat and on one side of 17Ist Avenue. <br /> <br />Recommendation: <br /> <br />AX'ret reviewing the submitted application, it has been determined that there may be substantial <br />revisions required concerning the utility plans, grading plans, and the sla'eet layout that w/II affect <br />the preliminary plat. Due to these requested revisions, staff recommends that the application is <br />tabled until such a time when the requested changes are submitted. <br /> <br />If t~e Planning Commission is inclined to move the application forward, staff recommends that <br />any approvals of the preliminary plat be contingent upon addressing the items discussed in the <br />City Staft Review Letter dated February 28, 2006. <br /> <br />Commission Action: <br /> <br />Will be based on discussion <br /> <br />Review Checklist: <br />Community Development Director <br />Asst.
